1) IJN CVs - faster take off, more squadrons, but less planes. Focus is on attack planes, they can't achieve air superiority and will be vurnable to USN fighters.
2) buffed armor for CAs and BBs.
3) emergency repair on BBs will last longer (rapairing more damage), but with bigget cooldown. This will give them the ability to survive "when focused".
4) AP and HE changes. APs will no longer deal kinectic damage when they don't penetrate, also they will need longer to explode (much easier to overpenetrate lighter armored target. HE damage buffed.
5) torpedoes will be harder to spot from planes, so high tier DDs can use them.
6) high tier CAs (9-10) will get the emergency repairs like BBs.
7) carrier planes will be faster after they drop their payload.
8) Kitakami will get smoke, Yamato will get RoF buff, Senjo will get more hp and RoF buff.
9) punishment for team damage
10) they will star crypting their scripts, so they are harder to modify. Most mods wont work with 0.3.1.
11) New high tiers map. The team will spawn in 2 parts ... diagonally. If you want to combine with the other part of the team you will meet at the middle (same for the enemy ofc).

And it freaking shows. The game already feels more polished and in better shape than WoT felt when it was leaving OBT. The technical side is solid, optimization is well done (I think, though my rig isn't the weakest) game doesn't look bad. Audio is superb, guns sound great, especially AA (Battleship firing main + secondary batteries + AA at the same time is like a goddamn classical music to me) Voice commands are good, GUI sounds are good. They even added the ear ringing effect when you are too close to a BB firing a broadside salvo. Some more from the dev's answers today.
- ship's camouflage is planned for 0.3.2
- players in a division will stil spawn far away from each other, it's not a priority to fix that, but they will do it at some point.
- they will do their best to add 0.3.1 to the SuperTest server till the end of the month and it would be fair to expect it in the first half of may on CBT (9th may anyone?)
- 0.3.1 won't be the OBT version so we will get at least 1 more big patch before OBT
- the aiming mod won't work at the start of 0.3.1, but the mod makers will still be able to adapt, so basically it will be avalible again a bit later. They will "keep and eye on the situation", but they have no plans to ban it for now. They don't plan to disable scripts mods, they just want to make the client more secure, so mods can't steal login details for example.
- more perks planned for 0.3.2
- there are no plans to rebalance the fighters. Low tier CVs will still suffer and IJN CVs will have big problems with the fighters too
- they will try to fix the Islands of ice map ASAP
